PPS5 Planning For The Historic Environment Published
PPS5 published on 23rd March 2010 replaces the ageing documents PPG15 and PPG16. The document is supported by a practice guidance prepared by English Heritage which gives additional information on the implementation of the policies.
PPS5 now provides the most up to date guidance on development affecting listed buildings and its understanding is key to preparing schemes which will obtain the necessary consent. PPS5 reinforces the presumption in favour of protecting the historic environment but does introduce a significant change in the way development proposals should be designed and their impact assessed and justified. The document links all historic features including World Heritage Sites, listed buildings including locally listed buildings, conservation areas and historic landscapes, historic parks and gardens, scheduled ancient monuments and identified and future archaeology.
The emphasis is now on defining the significance of the heritage asset as a whole and understanding, identifying and justifying the impact of the proposed changes and not simply dealing with an individual element of the historic environment. This is a significant shift in the way proposals are considered and introduces a requirement to fully assess and understand all heritage elements which may be affected by a particular scheme in a far more detailed manner than had previously been necessary.
